Analysis: Louisiana's strict licensing standards targeted - Idaho Statesman
Wednesday, April 11, 2018Being licensed to me is not necessarily to obstruct business or to stop someone from growing their business. It's to protect consumers," said Republican Rep. Clay Schexnayder, of Gonzales, as he opposed ending florist licensing.Work to lessen licensing rules crosses party lines, making for strange alliances. Libertarian organizations are championing the issue, along with the Louisiana chapter of the staunchly conservative Americans for Prosperity and Democratic Gov. John Bel Edwards."Louisiana ranks as the sixth-worst in the nation for convoluted occupational licensing requirements. We can fix that," Edwards said. He's singled out the florist license: "I'm not sure why we do that."The Goldwater Institute, a libertarian think tank, said Louisiana licenses more low-income professions in the country than nearly every other state - and requires licensing for professions that rarely have such requirements elsewhere. Beyond the flower-arranging license, Louisiana is one of only three states that licenses interior designers.Emerson has shelved proposals to remove licensing requirements for interior designers and landscape horticulturists, instead focusing on deregulation of florists and hair braiding. She's also proposing an Occupational Licensing Review Act, backed by Edwards, that would set up an annual review process of Louisiana's regulations governing individual professions.Even the review proposal received pushback as it won passage in the House Commerce Committee. Representatives of the Louisiana Motor Vehicle Commission and the Louisiana Board of Cosmetology described it as an unnecessary burden."This is just piling on," said Steve Young, executive director of the cosmetology board. That bill awaits debate on the House floor, along with Emerson's proposals to exempt braiding services from regulation by the state cosmetology board and do away with the license . That hair-braiding deregulation effort passed the House last year but didn't win Senate passage.Fourteen states require hair braiders to have a cosmetology license, according to the National Conference of State Legislatures.Emerson's bid to end florist licensing also emerged from committee Thursday and will be scheduled for full House debate.Agriculture Commissioner Mike Strain said that license began in 1950, aimed at ensuring that no plant diseases or pests were transmitted through cut flowers. Under Emerson's bill, florists still would be subject to inspection and regulation from the agriculture department, and permits still would be required.Beyond those safety reviews, Emerson said she believes the free market can determine if a florist is competent or not."It's a service-based industry," she said. "You have to let the mark... http://www.idahostatesman.com/entertainment/article207443714.html

'Essential' businesses: Florists, boat sellers and toy makers - The Daily Herald
Sunday, January 17, 2021Some not mentioned in the list have come up with their own interpretations. Do florists delivering flowers qualify as “agriculture”? Washington Floral Service, a wholesale firm with warehouses in Tacoma and Spokane, applied for and received a state exemption, Chris Berglund, a company vice president, told The Herald. “We’re essential,” Berglund said. Many of his customers — retail florists — are also seeking exemptions. “From what we’re hearing, it’s a 50-50 split on whether florists are getting an exemption,” Berglund said. “It seems to depend on whether they say they’re a flower shop or agriculture.” “If you can do a food delivery, you can just as easily do a floral delivery,” he said. Can yacht and pleasure boat dealers fit into the transportation category — as “marine consultants”? Harry Walp, president and CEO of Northwest Yacht Brokers Association, said it’s not yet clear if boat sellers are essential businesses. Essential marine industry jobs include consultants, naval architects and surveyors, but the state order doesn’t specify whether that applies to recreational or commercial segments of the industry, Walp said. “Several of my associates are taking a liberal interpretation of ‘consultants’ and make the argument that yacht brokers fit that description,” Walp said. “If so, yacht sales could be deemed essential. My concern is that a yacht broker potentially places himself, his family and his associates in harm’s way if he resumes sales activities. The yacht brokerage industry is taking the COVID-19 pandemic very seriously and the vast majority of our members would prefer to err on the side of caution.” About that Funko order … Meanwhile, hundreds of U.S. retailers are now focused on e-commerce delivery because retail outlets are shuttered. To fill orders, warehouses and distribution centers are open for business. Are those essential? RVC florist fills window displays with 'holiday pandemic' scenes - Newsday
Sunday, January 17, 2021People passing by Masters and Company Florist in Rockville Centre will see a holiday window display not unlike those found in New York City. Its decked-out windows are inspired by both the holiday season and the pandemic. "I feel like everything is so surreal and depressing, especially during the holidays," says owner Laurie Speziale, 60. "Why not create something a little whimsy?" The scenes created by the Woodmere resident include a Santa Claus sporting a face covering and a Christmas tree with medical masks mixed in among its ornaments. "I always do [the windows] up quite elaborate, for every season and holiday," Speziale says of her decorative handiwork. This year, COVID pulled the plug on the events that typically carry her business such as weddings, bar and bas mitzvahes and other parties, which gave Speziale some extra time to beef up her holiday display. "I really wanted... https://www.newsday.com/lifestyle/fashion-and-shopping/rockville-centre-masters-and-company-florist-1.50091128

Calif. flower shop with no connection to Capitol riot flooded with threats, negative reviews - SFGate
Sunday, January 17, 2021Not long after pro-Trump rioters stormed the U.S. Capitol last Wednesday, the angry yet puzzling calls started rolling into Becky’s Flowers, a florist in Roseville. But it didn’t end there. Over the past week, the family-owned business in Placer County has been subjected to hundreds of negative reviews on Google and Yelp, in addition to countless threatening comments on Facebook and Twitter. All of them were directed toward Jenny Cudd, a woman who was arrested Wednesday in connection with the riots and charged with two misdemeanors for entering a restricted building and disorderly conduct. Cudd was identified after she posted a video on Facebook bragging about House Speaker Nancy Pelosi’s office being broken into during the riot, reports the AP. She also happens to be the proprietor of a florist called Becky’s Flowers in Midland, Texas — the source of the confusion for Aaron Alberti, who has owned and operated the Roseville Becky’s Flowers since 2004. Now, he’s trying to clear the air in order to save his business. https://www.sfgate.com/news/article/Beckys-Flowers-Roseville-mistaken-Capitol-rioter-15871654.php
